Outlook freezes on splash screen, will only run with /safe switch

Problem: Microsoft Outlook 2000 freezes on the splash screen and the main program window never appears. However, if you run Outlook with the /safe switch (safe mode), e.g.:
outlook.exe /safe
then it works. The /safe switch tells Outlook to start without loading any COM or other add-ins such as virus protection, SPAM filters etc. If it will run with the /safe switch but not without, there is a problem with one of the add-ins.
Possible Solutions: (number 3 worked in our particular case)
1. run with the /safe switch, go into Tools - Options - Other - Advanced Options and click on "Add-in Manager" or "COM Components" and try disabling one thing at a time until Outlook will start normally. Then you can reinstall whichever add-in was causing the problem.
2. run the PST scanner to detect and fix any corruption in your PST (personal folders) file. To find it just search for scanpst on your C: drive.
3. rename or delete the file called outcmd.dat on your C: drive (responsible for menu/toolbar changes)
4. if the first message in your Inbox is corrupt and you have the Preview Pane open, this may cause Outlook to freeze. Try deleting the first message in your Inbox while in Safe Mode.
