Error starting the Oracle Agent service via the Control Panel Services dialog or with AGENTCTL.EXE in C:\oracle\ora\

Try deleting all the *.q files in:
C:\oracle\ora\network\agent
Then start the Agent service or run AGENTCTL START AGENT at a command prompt.
